India’s Enforcement Directorate executed coordinated search operations across eight locations in Bengaluru, targeting entities connected to the Open Society Foundations, established by American billionaire George Soros, and its impact investment division, the Soros Economic Development Fund, over alleged violations of foreign exchange regulations.

The law enforcement raids were conducted pursuant to the provisions of the Foreign Exchange Management Act. According to media reports citing official sources, investigators are examining transactions involving foreign direct investment and subsequent capital allocation to various organizations and individuals within India.

"Our teams carried out raids at eight locations on Tuesday in Bengaluru to investigate contraventions in foreign direct investment rules by SEDF and OSF in investments in various entities/individuals in India and subsequent utilization of those funds."

 

An unnamed Enforcement Directorate officer stated regarding the scope of the ongoing regulatory investigation.

Preliminary findings from financial investigators indicate that the Open Society Foundations funneled approximately $3 billion across more than a dozen domestic entities over several years. Authorities noted that the organization was placed under the prior reference category by the Ministry of Home Affairs in 2016, a regulatory designation intended to restrict unmonitored financial contributions to domestic non-governmental organizations.
